TAPP Water Policy Brief

On September 14, 2018, TAPP released Policy Brief No. 7 "Water" at the Seventh Arangkada Philippines Anniversary Forum.

The Water policy brief broadens discussion to a strategic level to appreciate the interconnectedness of the water sector and the various uses of water. TAPP enlisted the expertise of water industry experts Dondi Alikpala, former chairman of the Metropolitan Water Sewerage System and former executive director of the National Water Resources Board, and Chris Ilagan, former government relations officer of Manila Water to write on the topic based on the January 18 roundtable discussion, industry experience, and independent research.

The following recommendations were set forward in the Water policy brief:

A. Improving the Governance and Management of Water Resources

  1. Speedy Enactment of a Law to Harmonize and Streamline Governance in the Water Sector
  2. Appointment of a Water Czar

B. Improving Water Quality and Coverage

  1. Establish a Water Regulatory Commission
  2. Finalize and Implement the Unified Financing Framework for the Water Supply and Sanitation Framework

C. Expanding Wastewater Treatment Coverage

  2. Encouragement of Innovation and Technology Adoption to Expand and Improve Water   and Wastewater Services
